SINADYA SA HALARAN (loosely translated as joy in sharing) is a festival of jovial celebration anchored on joy, sharing and thanksgiving.
 
OBJECTIVES
            *To highlight the authentic Capiceño culture of “inner joy” through sharing and thanksgiving.
            *To expand opportunities for the development of tourism in the Province under the catchword “Captivating Capiz.”
            *To develop and strengthen collaboration efforts between government and the community.
 
OUTCOME
            At the end of the festival, Capiznons shall have instilled in themselves a sense of pride and gained greater consciousness about their rich culture and heritage.  They shall have  strengthened their bond with their fellow beings, the community and, more importantly, with their Creator.
 
MECHANICS
            *Sinadya sa Halaran should, by nature, highly-participative.
            *The festival should highlight Capiz’s rich culture, abundant natural resources sand innate traits of its people.
 *Performances and other art components should express and utilize Capisnon art forms.
 
THEME
            This year’s festival theme is “Pag-ambitanay, Pagkinalipay, Pagpasalamat.”
 

HUGOD CAPIZNON.  This is an agricultural and horticulture fair showcasing the various land bounties of the city and the province’s 16 municipalities. Through the Fair, the best products of Capiz are displayed for the spectators to see and appreciate.  Venue of this particular activity is the Presidential Park beside the monument of President Manuel Roxas and the Capiz Museum.
 
GAB-I SANG PASASALAMAT. Or LGU Fellowship Night.  In the spirit of joyful thanksgiving, provincial, city and municipal officials –along with other development –oriented individuals, gather together under one roof to give recognition to the best practices and to those who have given the province honors and pride through their good deeds and exceptional achievements.  In the Sinadya sa Halran 2010 celebration, however, this format has been totally scrapped to give to the all-night fellowship and joyful celebration.
 
THANKSGIVING MASS.  It has been the tradition of the religious community in Capiz Province and Roxas City to offer  Mass before any event starts as a gratitude to the Almighty Father for the bountiful harvest and other blessings received.  Sinadya, after all, sprang from the Roxas City fiesta, a religious activity that pays homage to the Our Lady Immaculate Conception as the Patroness of Roxas City.
 
ARTISTA SA SINADYA.  This city-sponsored affair features popular movie stars, especially the “flavor of the hour, so to speak, and  is held yearly to afford city folks and spectators alike a free form of entertainment. This year, the Artista sa Sinadya will be held at the Roxas City plaza starting at 4 p.m.  Dec. 3. Mrs. Judy Araneta-Roxas, mother of former Sen. Mar Roxas, helps facilitate the coming over of the celebrities.
 
LUTONG CAPIZNON. Different dishes unique to Capiz, particularly seafood, are showcased not only for the eyes but also for the stomachs. Both residents and their guests will have the opportunity to savor the Province’s best delicacies and share these with each other in the spirit of sharing and thanksgiving.
 
HINAMPANG SA PLAZA. This particular activity features the native games of Capiz like Palo Sebo, Dakpanay sang Bebe sa Suba, Sack Race, among others. This is done in the spirit of fun, camaraderie and sportsmanship with both the participants and the spectators expected to enjoy to the max.
 
COSPLAY.  This is an innovation in this year’s Sinadya sa Halaran which would  be held under the auspices of the Capiz Visitors and Convention Bureau (CVCB).   Dubbed the Ist Capiz Invitational Cosplay, it is an act of dressing up to look like an anime, mangga, video game, Japanese rock, or Jpop chracter. Cosplay, according to Wikipedia, is a short way of saying “Costume Play.”  Cosplay can be divided into two parts, basic cosplay and masquerade costplay cosplay.   Both types of cosplay involve trying to physically look like the character, including speaking like the character, memorizing quotes and so on.  Masquerading, or “The Masquerade,” usually refers to a cosplay competititon where cosplayers demonstrate their skills in creating costumes, putting on skits, and in technical skills.
